Mafume suspends town clerk Engineer Chisango

The pint sized mayor cites a coterie of gross misconduct allegations including the USD9, 2 million street lights tender scandal

Harare-HARARE Mayor Jacob Mafume has suspended the city’s Town Clerk Hosiah Chisango with immediate effect following a coterie of allegations including serious misconduct, awarding of an irregular streetlight tender to blacklisted company among other shortcomings, Express Mail Zim can report.

Mafume wrote a suspension Chisango letter to Chisango dated September 30.

He cited several breaches of the Urban Council’s Act by Chisango and his acolytes.

“The employer has a good cause to believe that you have committed a serious misconduct,” Mafume wrote in the letter, accusing Chisango of violating his duties as the city’s top accounting officer.

He made reference to the tender awarded to Jukula Enterprises owned by Moses Mpofu and Mike Chimombe whose trial kicks off Tuesday.

The company was blacklisted but Chisango allegedly went ahead to award them the tender under unclear circumstances.

“You awarded the contract to a blacklisted company…thereby exposing Council to potential financial losses,” further reads the letter.

The suspension also comes at time when Chisango’s management of the city’s Enterprise Resource Planning (ERP) system is under scrutiny.


Harare has been without an effective ERP system for five years, causing significant delays in financial audits and budget approvals.

“As the Accounting Officer, you have failed to secure an effective Enterprise Resource Planning (‘ERP’) Software and System support, leading to adverse reports by the Auditor General,” Mafume wrote.

He (Chisango) it’s a also alleged to be in office without a proper contract as himself and Matthew Marara literally serve as the ‘town clerks’ of Harare – in a rare development.
