“Munodawafa is a holder of a Bachelor of Science Honours Economics degree, and a Master’s in

Public Administration degree, both from the University of Zimbabwe, as well as various other management-related international qualifications.

“He has over 33 years’ experience serving in the public sector, of which the last 10 years were served as Permanent Secretary in the Ministry of Transport and Infrastructural Development, Ministry of Mines and Mining Development, and most recently, Ministry of Environment, Climate, Tourism and Hospitality Industry.

“Prior to this, he had also served as General Manager/CEO of the National Railways of Zimbabwe,” wrote Sibanda.

Adding:

“As Accounting  Officer, he oversaw the completion of a number of projects that were under his charge, namely; the completion of the Harare Airport Road, construction of Victoria Falls Airport, completion of J.M. Nkomo Airport, and the roll-out of the National Clean-Up programme, among others.”

President Emmerson Mnangagwa retired Munodawafa in June this year effective August 1,  after he had served his two terms .

He was replaced by Raphael Faranisi.

Mnangagwa effected the retirement guided in terms of Section 205(1) of the constitution of Zimbabwe of No.20 of (2013).

The recent appointment however gave rise to debate with some sectors of society submitting that it was tantamount to a demotion.

“I think this appointment is a demotion, I would not take up the offer.

“Imagine from being the most powerful civil servant in a ministry and relegated to head a parastatal,” opined Brian Nyamayaro  , a social media user.

However, government through the chief secretary in the Office of the President Misheck Sibanda categorically stated that he will be reassigned within the government service upon his retirement.
