Former Africom czar Kashangura thrown under the bus for “illegal” consultancy services at Town Hse
Harare – THE status of a of consultant and former Africom chief executive working at the Harare City Council is under scrutiny.
Express Mail Zim can report that Kwanayi Kashangura’s appointment to help transform the city is being questioned by a senior city council executive,Matthew Marara.
Marara, an executive assistant to the Town Clerk in Tuesday told a commission of inquiry into the running of the city affairs that there was “chaos” at Town House giving an example of how Kashangura was appointed as a purported transformation consultant.
“The guy is called Kashangura, the way he was appointed we don’t know. But he has been around council crafting the strategic direction (of council). He didn’t come through any tender or council resolution for him to be doing what he is doing but he is calling council workers to meetings and shaping a certain strategic direction,” Marara said under oath.
“There is no documentation for Kashangura to be working in council but he is working. He is the one who is called the strategist of council.”
Marara said council came up with a resolution late last year that Kashangura be compensated even he is in council ‘illegally.’
Kashangura, a former Africom chief executive was last year roped into council affairs as a technical consultant on voluntary basis.
But Marara said a council resolution of last year approved that Kashangura be compensated for the work he was doing.
Kashangura joined the transformative project that aimed to improve service delivery in Harare.
Marara said he doesn’t know how Kashangura will be compensated.
The city of Harare has been losing millions of US dollars to dubious tenders, projects and workshops by councillors when service delivery is lowest in the capital.
The commission of inquiry chaired by retired Justice Maphios Cheda was appointed by President Emmerson Mnangagwa to look into council affairs after reports of massive corruption at Town House.
Harare has been bedevilled by institutionalized corruption and the rot starts fom the head like a fish.
